РАЗДЕЛ I. ТЕОРИЯ И МЕТОДИКА ОБУЧЕНИЯ И ВОСПИТАНИЯ (ПО ОБЛАСТЯМ И УРОВНЯМ ОБРАЗОВАНИЯ) (ПЕДАГОГИЧЕСКИЕ НАУКИ)
The article is devoted to the question of the connection of education with education in the teaching of a foreign language. Pedagogical practice today is acutely aware of the lack of educational orientation in various academic subjects. Society, in particular education, is faced with the task of educating a generation of people who are able to think independently, make vital decisions, and objectively assess various situations. In the paper, the author proposes to integrate educational aspects in foreign language classes with the help of problem-based learning and roleplaying. The experience of using forms and methods of active learning has shown that with their help, a number of educational tasks are solved quite effectively: the formation of not only cognitive, but also professional motives and interests; the education of a specialist's systemic thinking, including a holistic understanding of not only nature and society, but also himself, his place in the world; the education of a responsible attitude to business, assimilation of social values of society. In the process of implementing experimental work, students were offered various types of tasks in foreign language classes, which contained questions and problems requiring solutions. The developed tasks affected different spheres of society, which contributed to the development of social qualities of the individual and the civic position of future engineers. At the same time, a double task was solved: the search for a solution to the problem took place in a foreign language and at the same time the author's position of the students was formed. In general, the analysis of the achieved results showed a positive effect of the use of problem-based learning and role-playing for educational purposes in foreign language classes.
The relevance of the article is justified by the need to develop educational and methodological support for the preparation of pedagogical university students to teach students educational robotics in the system of basic and additional education. Based on the use of methods of theoretical analysis and generalization, pedagogical design, the pedagogical aspects of creating an electronic textbook on the teaching methodology of educational robotics are considered. The scientific ideas about the requirements for a modern electronic textbook based on the competence approach are revealed. Its characteristic features connecting the strengths of a traditional book publication and the possibilities of information technology are shown. The structural and substantive components of the electronic textbook on the teaching methodology of educational robotics are disclosed through the implementation of their functions performed by this type of educational and methodological support of the discipline. Such technological, subject features characterizing educational and cognitive activity in the field of scientific knowledge "Educational robotics" as virtual construction, simulation modeling, competitive robotics, etc. are considered. The materials of the article are intended for university teachers and teachers of general and additional education dealing with the issues of educational and methodological support of the course «Educational robotics».
The article analyzes the application of simulation modeling methods in the process of training specialists in the field of road construction. The leading directions of improving the pedagogical tools used for the formation of professional competencies of students in this area are identified. The study was carried out on the example of teaching students of the Faculty of «Automobile and Road, industrial and civil Engineering» of the Siberian State Automobile and Highway University in the profile of training «Highways». In order to determine the competencies necessary in practice for future specialists, an analysis of the federal electronic platform for state, corporate and commercial procurement, property auctions and operations under the 615-PP of the Russian Federation – «RTS tender», according to keywords, «road construction», «traffic optimization» for the period 2020-2022 was carried out. It is revealed that the leading positions are occupied by purchases related to the construction of paved roads, road infrastructure, in second place – the development of project documentation related to road construction, in third place – the solution of issues of traffic optimization in urban and rural areas. The analysis of these tenders showed that when solving design tasks, it is necessary to use specialized software based on the use of simulation modeling methods, which allows building dynamic models and conducting computational experiments. Based on the conducted research of the software market, it was revealed that in modern conditions, the use of the AnyLogic software product developed in Russia is optimal. The article provides an example of laboratory work on the discipline «Modern Information Technologies» using the AnyLogic program, the task was developed taking into account the analysis of tenders. Based on the research carried out in the article, the justification of the need to use simulation modeling programs and conduct computational experiments in the process of preparing university students and developing practice-oriented tasks based on analysis, including open data, is carried out.
The article discusses some topical issues of media education in a hybrid learning format, the tasks of creating and using educational media resources in the educational process, provides information about the open sources of educational media content, about the changing role of the teacher in the educational process involving the use of educational media educational resources. Increasing information competence in dealing with ever-increasing information flows plays an important role for modern man. Educational activity is closely connected with the use of various media educational resources when certain tasks are solved, for example, for students - for the purpose of self-study of the subject, as the main or additional source of information, for teachers - to prepare for classes and improve the level of professional qualifications. Today, the success in the future pedagogical activity of a student directly depends on his willingness to use media educational resources in the design and implementation of his professional activity, on the degree of development of information perception skills, the ability to construct verbal images, to understand the semantic features of information presented in various formats. There are a sufficient number of publications in the scientific literature focused on the consideration of the problems of the development of media education, however, not enough attention is paid to issues related to media educational resources. The purpose of this work is to present examples of tasks aimed at the practice of forming the skills of search and analysis, the available media educational content in free distribution and the preparation of their own media educational resources for various educational purposes within the framework of the inter-faculty elective course "Media Educational resources" for first-year undergraduate students of the fulltime department held at Omsk State University. pedagogical university.
The coronavirus-provoked transition of Russian higher education to distance learning has forced teachers to look for effective pedagogical technologies that help improve the quality of education and develop student motivation, including for mastering foreign languages. The given paper is focused on the use of Internet video materials for in-class and extracurricular activities in the process of teaching a foreign language at a technical university. The relevance of the study is determined by the following reasons. First, these days YouTube is the largest video platform in the world, containing millions of hours of educational content. Secondly, in contrast to foreign pedagogical practice that actively uses this video hosting as a teaching resource, domestic scholars have not been studied enough the possibilities of exploiting YouTube at the lessons at Russian educational institutions. We have proved that the systematic use of Internet video materials while teaching future railway engineers contributes to enlarging students' vocabulary with professionally-oriented words; improving listening skills, as well as skills of monologue and dialogic speech; forming stable motivation for mastering a foreign language and desire for after-class self-study to eliminate existing knowledge gaps. It is advisable to use authentic video materials when preparing both General English course for freshmen and advanced course for senior students. Having a plethora of didactic advantages, YouTube still has some drawbacks. In particular, excessive viewing of videos leads to an increase in the eyesight load and students' fatigue. It is also necessary to keep in mind that the correct perception of information may be hindered by the abundance of slang expressions, the blogger's accent, etc. In general, the teacher should choose video for the lesson as thoughtfully as possible and remember that the use of YouTube at foreign language lessons is an auxiliary, but not the key means of presenting educational material.
In this study, we analyze the level of complexity of Olympiad tasks regarding their internal structure using the example of the All-Russian Olympiad in English. Olympiad tasks are not homogeneous in terms of complexity, since their creation takes into account the principle of accessibility for most participants. Nevertheless, for the successful ranking of schoolchildren and the creation of a single rating of winners and prize-winners, a certain part of the higher-level tasks cause difficulty for the absolute majority of Olympiads. We examined the results of the participants in all competitions of the Olympiad - reading, listening, writing, speaking, lexical and grammatical test - and identified certain patterns on the basis of which recommendations were developed for successful preparation.
The article discusses the didactic support of teaching the discipline «History of Russia» at the university. The purpose of the study was to theoretically substantiate and design such didactic tools as a workbook and reader in the context of integration into the Moodle distance learning system. The methodological basis of the study was the competence-based approach, and the theoretical basis is the concept of mental activity, which was formed in domestic science. The article analyzes the author's textbooks - a workbook and a reader, published in 2020 and 2021, respectively, and intended for practical exercises and independent work of students in the direction of bachelor's degree 09.03.03 «Applied Informatics» (all profiles) in the discipline «Russian history». The authors provide data from a qualitative study conducted among students of the Siberian Institute of Business and Information Technologies in the 2021-2022 academic year based on the results of introducing these educational publications into the learning process. It is noted that the design of the content of the reader and the workbook was carried out by the authors in accordance with the list of learning outcomes in the discipline «History of Russia», presented in the card of universal competence UK-5. In this study, theoretical methods (analysis, comparison, concretization, generalization, modeling), empirical methods (pedagogical experiment, analysis of activity products) were used. The authors prove that the content of the tasks of the workbook on the discipline «History of Russia» is quite easily integrated into the Moodle distance learning system. The authors show on the example of individual tasks of the workbook and reader how they can be used when working with the Moodle distance learning system, which is implemented in the educational process of «SIBIT».
In this article, the author, by constructing mathematical models, stimulates the development of cognitive activity of students of financial and economic specialties. To activate it, a set of economic and mathematical models was developed, classified according to features related to the features of the modeled object. When analyzing applied problems, the author proposes an algorithm for formalizing conditions, establishing dependencies, choosing the optimal method for solving them, and interpreting the resulting solution. Each stage of the algorithm is illustrated with examples from the financial and economic field. With the consistent implementation of the stages of this algorithm, cognitive activity is activated and interdisciplinary connections between mathematical disciplines and disciplines of the financial and economic cycle are established. Various situations of applied problems are of interest to students, as they allow motivating the introduction of new concepts through their practical nature, revealing the mathematical nature of the characteristics of real phenomena, and demonstrating the universal nature of mathematics using specific examples. Any concepts that are applied in nature stimulate the activation of students' cognitive activity in actively studying the course of higher mathematics, as well as getting acquainted with the huge potential of the mathematical apparatus, which will be useful for solving economic problems. Thus, getting acquainted with a large number of examples, students see how a real economic problem is translated into the language of formulas, equations, inequalities, etc., and its solution by an appropriate mathematical method gives an answer to an economic question. In other words, in the study of the course of higher mathematics, it is advisable to apply the methods of mathematical modeling, which contribute to a better assimilation of concepts and the organization of independent creative work, which in general will entail the activation of students' cognitive activity.
The authors of the article put forward the thesis that in modern conditions the format of the principle of «visibility in teaching» has changed. They argue that the principle of visualization in teaching has gone through the following stages: classical, visual, cognitive-visual; infographic. The allocation of these stages is associated with a trend to expand the field of activity of this principle. Considering the classical stage, the authors of the article give a concept, highlight the functions and types of educational visualization, which since the time of Ya.A. Comenius is referred to the usual variants of visualization in teaching. Highlighting the visual stage, the authors of the article give the types of visual representations that began to form the basis for the emergence of new educational images when presenting educational material to students. The cognitive-visual stage stood out thanks to the research of V. A. Dalinger, and represents a new stage in expanding the principle of visualization of learning through the use of the potential of visual thinking. The infographic stage became possible thanks to the use of new technology in the modern educational process, the emergence of graphic editors that expanded the boundaries of visibility in education. An interesting finding of the authors was that they connect each stage of the expansion of the principle of visibility in teaching with the emergence of a certain type of pedagogical culture, which are called as follows: the illustrative culture of the teacher, the pedagogical culture of visualization, the infographic culture of the teacher. Separately, they fix the cognitive component of the pedagogical culture of visualization of educational material. They also proposed a definition of each of the designated types of pedagogical culture, deciphered the theoretical foundations, skills and abilities necessary for the teacher to implement each of the above types of pedagogical culture.
The article deals with the problem of the development of early learning of a foreign language, substantiates its goals and objectives. The relevance of this problem is emphasized by the requirements of the modern Federal State Educational Standard of preschool education, the increasing pace of development of the information multicultural society and the need to form and develop the sociocultural competence of preschoolers, including the development of foreign language education. The authors present a description of the implementation of the work program «My first steps in French» on the example of one preschool educational institution. At the end of the article, the results of the first year of the program implementation are shown, as well as the prospects for its development.
In the pandemic, rapid development of e-learning, the hybrid learning model is the most relevant. The article discusses the technical, psychological and methodological difficulties of organizing hybrid learning for the formation of ICT competence of future teachers of foreign languages and possible ways to overcome them. Careful planning and a reasonable combination of e-learning technologies in online and offline classes will allow reorienting the role of a student from a passive recipient of information to an active sender, organizer of hybrid learning and will help prepare him for solving various communicative and methodological tasks using ICT in a digital educational environment in conditions of interaction of all participants in the educational process.
The article analyzes the need to develop the content and methodology of teaching the subject «Informatics» to students with mental retardation.
The aim of the work is to analyze the materials of theoretical research and pedagogical practices on the organization of the learning process, the content of the educational program, teaching methods, etc. in adaptive schools (with intellectual disabilities) at present, the basics of computer science, for compliance with the educational standard for students with mental retardation.
The methods used include analysis of materials and documents reflecting the process of theoretical research and practical solutions to the formation of knowledge, skills and abilities in the field of computer science and information technology for students with intellectual disabilities.
The result is the analysis of research results and pedagogical practices on formation of basic knowledge, abilities and skills in the field of informatics and information technologies for students with intellectual disabilities, in the conditions of implementation of the Federal state standard of education for students with intellectual disabilities (further - FSES IED).
The author of the article came to the following conclusions that organization of the process of teaching of mentally retarded schoolchildren the subject «Informatics» for the first time included in the educational program of adaptive schools (with intellectual disabilities), and also inclusive classes of mass school teaching the above category of children (with age category 7 classes), faces lack of educational-methodical, personnel and logistical support. Therefore, development of the content of the adapted educational programme, methodological recommendations, training of specialists, formation of material and technical base, etc. for the subject «Informatics» taking into account the analysis of existing research and pedagogical practices, is quite an important area in the work of adaptive schools (with intellectual disabilities).
В статье излагаются аспекты формирования общепрофессиональных компетенций, в частности общепрофессиональной компетенции ОПК-1, посредством изучения высшей математики; раскрываются особенности методики применения задач следующих типов: задачи профильного содержания, кейс задачи, задача-ситуация, являющихся основным средством оценивания сформированности соответствующих индикаторов достижения компетенции: ИД-1, ИД-2, ИД-3. Целью исследования является разработка содержания критериев и оценочных средств для объективной оценки уровня сформированности общепрофессиональной компетенции студента на основе диагностики соответствующих индикаторов на разных этапах освоения высшей математики. В работе проанализированы учебные издания по высшей математике на наличие задач для объективной оценки уровня сформированности общепрофессиональной компетенции (ОПК-1), обозначена проблема разработки содержания критериев и оценочных средств для формирования общепрофессиональных компетенций. Авторами приведены примеры задач по высшей математике, призванные сформировать навыки по выявлению и определению проблемы, выбору методов исследования, сбору данных, анализу полученной информации, интерпретации результата и осуществлению переноса фундаментальных знаний на язык профессиональной деятельности, прогнозирование дальнейших действий. Результаты статьи могут быть использованы в учебном процессе преподавателями математических дисциплин в высших учебных заведениях. Авторы статьи пришли к следующим выводам: для формирования общепрофессиональной компетенции ОПК-1 недостаточно научиться лишь определять нужную формулу, подставить в нее необходимые данные, проводить расчеты, важно уметь выдвинуть и сформулировать проблему, гипотезу, выбрать методы исследования, проанализировать результат, уметь интерпретировать данные, обосновать полученные выводы, осуществить прогноз изучаемого процесса или явления.
The article presents a methodology for the development of communicative and regulatory universal educational actions of schoolchildren by means of basketball. The purpose of the work is a theoretical substantiation of the means, methods and conditions for the development of communicative and regulatory universal educational actions in basketball lessons. The methods used include: theoretical, empirical, mathematical and statistical methods. The result of the work is the analysis of a sociological survey of physical education teachers from different subjects of the Russian Federation and the development of a methodology for the development of communicative and regulatory universal educational activities. The results obtained can be applied in the classroom and in extracurricular activities of schoolchildren in grades 9. As a result of scientific and project activities, statistically significant differences were obtained in the level of proficiency of 9th grade schoolchildren in communicative and regulatory universal educational activities.

One of the most pressing issues today in the field of improving domestic legislation is the problem of legal regulation of the Internet. In the scientific environment, there is no unified concept of the impact of the state on relations and institutions emerging in digital reality. Many scientists note the insufficiency and inefficiency of the regulatory legal framework currently in force in Russia in the field of legal relations on the Internet.
This article is devoted to a comprehensive analysis of the currently existing scientific views on the legal institution of relations arising on the Internet. The most urgent problems arising in the legislative regulation of digital legal relations, as well as in the implementation of law enforcement activities of authorized bodies, are considered. The main approaches to solving these problems are characterized, as well as the author's concepts of the development of the mechanism of state regulation of public relations arising in the digital environment.
The results obtained in this study make it possible to form a unified state policy on legislative regulation of the Internet, as well as to increase the effectiveness of law enforcement practice.
The paper considers the problems related to the need to strengthen the protection of the rights and legitimate interests of the family institution in the field of legal proceedings. The purpose of the work is to analyze the current civil procedural legislation, public and private types of criminal prosecution in terms of determining the legal status of close relatives, close persons of a citizen and family members. The main criteria and features of the definition of these concepts in accordance with Russian legislation, the need to strengthen the institution of the family, the humanization of legislation as a whole, ensuring national conservation, protection of traditional spiritual and moral values of Russian society are investigated. The methods used include methods of analysis, synthesis, and comparison. The obtained results can be applied in legislative work, used in educational programs. The author of the article came to the conclusion that a promising area of legal research is the harmonization of the definitions of «close relatives», «close persons» of a citizen, «family members», which could be unambiguously used in all areas of law enforcement and justice.

Авторы статьи представили исследовательский анализ эволюции развития рынка винного туризма. Элементом оригинальности исследования является попытка переопределить концепцию терруарного маркетинга территории, чтобы она была более значимой с точки зрения пространственного анализа. Методологическую базу исследования составляют методы исторического, системного и сравнительного анализа. Результаты: осуществлен анализ современных инструментов и технологий продвижения туристических дестинаций, используемых для формирования и поддержания терруаров в регионах РФ и мира, а также представлены рекомендации по оптимизации их применения. Авторы особый акцент сделали на выявлении специфики формирования развития нишевых видов туризма, ориентированных на потребителей, ищущих новые, необычные и специфические туристические впечатления и эмоции, основной целью исследования является представление территориальной модели развития винного туризма. В результате обзора отечественной и зарубежной научной литературы по этому вопросу было проведено исследование специфики развития мирового и отечественного рынков винного туризма. Практическая значимость исследования заключается в возможности применения авторских предложений в практической деятельности по совершенствованию процесса территориального брендинга регионов-терруаров в РФ в условиях нестабильности.
The article discusses the issue of building a controlling system at industrial enterprises. The purpose of the article is to identify the main options for the organization of controlling in their activities for industrial enterprises, which, if implemented, would make it possible to make effective organizational and methodological management decisions.
The research is carried out on the basis of theoretical methods of study, generalization and analysis. The basis of the work is the fundamental works of domestic and foreign authors on controlling issues.
The article deals with the issues of building a controlling system at an industrial enterprise based on the study of the theory and practice of the organization and functioning of controlling systems at various enterprises. The conclusion is made about the need to make effective organizational and methodological management decisions based on the results of the functioning of the controlling system. Common approaches to the implementation of transformations in the activities of enterprises based on controlling are identified. A brief description is given of the main specific methods that the controlling service uses in carrying out its activities: benchmarking, cost analysis, break-even point analysis, portfolio analysis, questionnaires, SOFT analysis, ABC analysis.
Summarizing the results of the study, it can be noted that controlling goes through a number of successive stages to ensure the effective organization and functioning of the controlling service at an industrial enterprise, and the use of a number of specific methods in controlling activities will allow us to develop recommendations aimed at developing a system of indicators that allows evaluating the effectiveness of management and production activities of an industrial enterprise, taking into account Russian specifics.
Based on the expert survey of the Russian HR-managers on the employment of the elderly (the project «Employment and employment of the population» research service HeadHunter July 21, 2020), the authors present the ideas of HR-managers onthe problems in the employment of the elderly and strategies to solve them in the current Russian conditions. In the post-industrial society, older generations can, want and often need to work. Methods that were used in the study: description, comparison, analysis, classification, calculation and forecasting. The work used the works of Russian authors: S.A. Barkov, M.V. Ginsburg, I.E.Zolin, A.A. Oseev, A.P. Bagirova, K.A. Sapognikova. The main motives for their employment are not only economic — the need to have an additional income (urgent need for money, feeling of financial independence, need to help children), but also social motives (fear of losing a proactive lifestyle, loss of social status and ability to keep social networks). According to the HR-specialists, older workers have many positive qualities for employment; however, some of these qualities are considered as the elderly’s willingness to accept any (non- prestigious and low-paid) job. Educational programs for older workers are underdeveloped in Russian organizations: even if there are such, they are formal or created by public employment services. Experts are positive about the state’s support for the employment of older people and consider it a primary condition for improving the situation. At the same time, experts support traditional administrative measures that require some budget funding. The survey identified age discrimination as the most important problem of the elderly’s employment as based on the stereotypes of HR-managers. Solving this problem seems to be the most important condition for improving the employment of older people in Russia — by developing educational programs, improving the institution of mentoring (in direct and reverse forms) and fair assessment of the older job candidates.
Digitalization, conceptually changing the rules of the game in modern markets, is gradually transforming the competitive environment and society as a whole, while the inevitability and radicalness of these changes cannot always be assessed positively. Marketing, as one of the main tools in the struggle for leadership positions in the market, is changing the very essence of competition, including through the total use of digital tools and technologies. In this regard, the dynamics and vector of development of changes in global world markets correlate with the degree of involvement of an economic entity in the processes of digital transformation. The author makes an attempt to assess the role of new digital technologies in shaping consumer preferences, developing new forms of competition for leadership in the global market, and determining the consequences and prospects for the digital transformation of marketing.
