РАЗДЕЛ I. ТЕОРИЯ И МЕТОДИКА ОБУЧЕНИЯ И ВОСПИТАНИЯ (ПО ОБЛАСТЯМ И УРОВНЯМ ОБРАЗОВАНИЯ) (ПЕДАГОГИЧЕСКИЕ НАУКИ)
The article is devoted to topical issues of organizing students’ research work (SRW). The problem of attracting students to SRW and its solution based on organizing work with research cases are studied. To implement this approach, the author refers to the case method. The article discusses the essence of the method, its technological features, a description of the research case «Fibonacci Numbers and Their Application» developed by the author. In accordance with the requirements of the incident method used for research cases, the structure of the research work is determined: the content of the case situation, case questions, and evaluation criteria. The author of the study provides a detailed description of the scope of work facing students. Working on the case, students get acquainted with the presence of the «golden section» in nature, its application in economics, and optimization theory. Having studied the methods of mnemonics, they develop their own technology for memorizing homogeneous information based on the use of a series of Fibonacci numbers. In the process of working on the case, the students realized the main goals of the incident method: addressing specific situations that take place in real life; independently supplementing the case with data that may take place in reality. Working on the case allowed to ensure a high degree of involvement of students in independent research work, to increase the level of knowledge, erudition, and to reveal creative abilities. The methodological recommendations for organizing research work proposed by the author can be used in developing research cases in other areas of knowledge.
Modern digital technologies can make the process of conflict resolution and prevention at school more flexible, accessible and effective, ensuring efficiency, transparency and convenience for students, their parents, teachers and school administration. The purpose of this article is to theoretically substantiate the possibilities of effective use of digital technologies and resources in the process of implementing school mediation practices. Research objectives: to consider the advantages and disadvantages of using digital resources, to identify their potential for developing constructive conflict resolution skills; to analyze how digital tools can be adapted for use in school mediation. To achieve these goals, an analysis of sources on the use of digital resources in the field of conflict resolution at school was conducted. The article considers the main possibilities and disadvantages of using digital technologies in the work of a school mediator; presents an analysis of scientific publications on the use of digital technologies in mediation; considers the main possibilities and directions of integration of digital technologies into school mediation; provides examples of developments of both domestic and foreign authors of digital tools, applications, services and platforms to support the professional activities of a school mediator; The possibilities of digital technologies of domestic developers are considered, which allow the mediator of the educational institution to track progress in conflict resolution, keep records of the sessions held and analyze the results of their work. The obtained results can be applied in the practice of using digital resources in school mediation.
The article is devoted to the problem of the formation of mathematical culture among students of agricultural specialties. The main methods and approaches such as cognitive approach, problem-based learning and integration of mathematics with professional disciplines are considered. An example of the practical application of mathematical methods is given, including the use of multiple linear regression to predict crop yields. Special attention is paid to the need to take into account the specifics of students’ professional training and orientation towards applied aspects of mathematical education.
The article considers the methodology of applying case technology in the educational process at the higher school level when teaching the discipline «History of Russia». The purpose of the work is to analyze the technology of a case containing problematic material from historical sources reflecting the Time of Troubles. The methods used include comparative analysis, synthesis, historical and logical method. The result of the methodology used is the development of a task related to the analysis of a set of historical documents, the ultimate goal of which is to formulate by students a set of reasons contributing to the development of a crisis situation during the specified period. The results obtained can be applied when planning the educational process within the framework of the specified discipline. The author of the article came to the following conclusions. The use of case study technologies is effective when applied in the educational process at the higher school level. This is due to the fact that through the application of this method, the development of practical skills in their synthesis using theoretical knowledge is ensured. The student’s cognitive interest is maintained through the organization of search and heuristic work with plots based on problematic situations. The scientific novelty is the use of case study technology for deeper immersion of students in understanding the mechanisms of the development of the historical process, through their identification, when studying historical sources, of the totality of the factors at play and their structural and logical alignment according to the degree of importance and priority. Thus, the ability to reconstruct historical events is acquired, which helps, among other things, to better master the material of the academic discipline «History of Russia».
The article considers the methodological foundations of the organization of the work of future teachers in preparing high school students for the written part of the Unified State Exam in French. Future teachers, when studying the discipline «Methods of teaching and upbringing (foreign language)» within the section «Testing and evaluation of foreign language speech activity», get acquainted with the content of the Unified State Exam in French. Since, based on the data of the analytical reports of the chairmen of the Unified State Exam in French, students have the most difficulties when completing the task 38 of the written part, future teachers in classes on the methodology get acquainted with the writing skills that school graduates must master in order to successfully complete this task. Also, during the study of teaching and upbringing methods, students prepare a methodological development for students, including instructions, strategies for completing task 38, a bank of exercises aimed at developing writing skills in preparation for this task. The approbation of methodological development is carried out when students undergo pedagogical practice at school. This methodological development has a fairly high practical significance, since it includes not only instructions and strategies for completing task 38, but also a bank of exercises aimed at developing writing skills in preparation for this task.
The purpose of this article is to identify the methodological aspects of pedagogical facilitation for the development of creativity in learning, since creativity in the modern world has become the subject of important research in the education system and has spread to various types of human activity, both in the educational system and in the world of work. The article provides a definition of creativity in learning; reveals the main provisions of facilitative learning; the role and position of the teacher as a partner in learning; reflections on the goals of education; learning as a process that allows students to learn independently; communication techniques; the presence of learning resources that meet the needs of students; determining the needs and learning resources of students; and their characteristics. Three factors in facilitative teaching are identified: the potential and ability of teachers to understand the nature of students and the goals of learning; taking into account student achievements; the use of different teaching models and different teaching tools. It was revealed that creativity is developed by encouraging active participation of students, turning student experience into material for discussion in the learning process, the learning atmosphere is created through active involvement of students and joint assessment (teachers and students) using reflective tests. The main result of the development of creativity in learning is the ability of students to reveal their potential and abilities in a favorable learning atmosphere, develop a willingness to overcome learning difficulties, defend their independence in learning; also increasing motivation for learning, searching for alternative solutions to learning problems, increasing the effectiveness of student activity with high involvement of all group members. The results of the study are recommended for teachers to use in practical classes and in classes on monitoring independent work in the educational process at the university.
The article describes the essence and mechanisms of background knowledge formation, outlines the role of these types of knowledge in the develpment of skills to identify presuppositions and detect the subtext of utterance. The purpose of the work is to analyze the role of background knowledge in the successful formation of linguistic, cultural and communicative competencies of students, to distinguish between the concepts of «presupposition», «subtext» and «background knowledge» and to determine their logical interrelationships. The objectives of the article are to determine, based on the relationships established between the concepts, the ways in which students form background knowledge, the ability to identify the presupposition of an utterance and understand its subtext; to consider the relationship between the presence of background knowledge and the success of interpreting a foreign message. The methods used include the analysis of scientific literature, the systematic method, abstraction, concretization. The scientific novelty of the research consists in constructing a scheme reflecting the common and specific features between the concepts «presupposition», «background knowledge» and «subtext» according to their components, nature and sphere of existence, as well as in indicating the role of background knowledge in the formation of students’ skills to identify presuppositions and recognize the subtext of utterance. The methods of teaching students to identify a set of presuppositions and interpret the subtext of an utterance are determined. Tasks are proposed for the development of these skills and the control of their formation. The results obtained can be applied in the methodological preparation of classes with students in the framework of the courses «Foreign language», «Business foreign language». The research materials can also be used to develop the meta-competence of a university teacher, which will lead to the enrichment and qualitative growth of his methodological solutions in the direction of using new methods, techniques, forms and types of work that serve to form a stable internal motivation of the subjects of the educational process.
The article examines the modern possibilities of digital transformation of the educational process, as well as possible challenges associated with the integration of the GPT-4 model into educational and scientific activities. The advantages of using generative artificial intelligence technologies are analyzed, including personalizing learning, accelerating research, and increasing access to education. Special attention is paid to issues such as academic integrity, technological limitations, and ethical aspects. The prospects of development are presented, including the introduction of hybrid educational models, the creation of adaptive trajectories of the educational process, the training of specialists and the improvement of training methods for highly qualified specialists in various sectors of the national economy. The work highlights the need for an integrated approach to minimize risks and effectively use GPT-4 in an educational environment. Based on the presented mathematical models, which formalize the influence of such factors as the formation of high-quality content generated by a neural network, the adaptability of information for the educational process, and consideration of the personal qualities of the individual being trained, it is possible to quantify the impact of the introduction of artificial intelligence technologies on the educational process. The use of mathematical models proposed in the study makes it possible in the future to adapt the process of graduating specialists who meet the requirements of employers by quantifying the competencies that an individual learns in the process of preparing for work.
Increasing learning motivation remains one of the main problems in pedagogical theory and practice. This article discusses the aspect of the problem associated with increasing learning motivation, which serves as a means of developing the logical culture of students. The analysis of the results of students’ educational work revealed its low level, characterized by insufficient development of skills in transferring logical techniques to new conditions.
The article reveals the concepts of “learning motivation”, “logical culture”, identifies groups of cognitive needs of students and lists the main requirements that ensure the effectiveness of work on the development of logical culture by means of motivation.
A motivational task is not only the main means of developing cognitive interests, but also a way to implement motivation. The authors consider motivational tasks as the basis for designing educational situations that stimulate the use of logical techniques that make up logical culture.
Based on the analysis of psychological and pedagogical literature, the stages of designing an educational situation are highlighted and the requirements for the design of motivational tasks are listed. The article provides examples of motivational tasks tested in teaching mathematical disciplines. The described examples are aimed at developing the following logical techniques: reciprocal relations of necessity and sufficiency, classification.
The effectiveness of the described approach to the development of logical culture is confirmed by the positive results of the study, including the survey.
The article discusses the problem of developing the reflection of a novice teacher. The purpose of the study is to study the conditions and methods for developing the reflection of a novice teacher and his psychological well-being. The methods used in the work are psychological testing and questioning.The results of an empirical study are presented, which indicate the predominance of medium and low levels of reflexivity among beginning teachers. In the ratio of types of reflection for beginnersteachers, reflection of real activity is expressed to a lesser extent.
The basis for studying the relationship between reflexivity and psychological well-being is determined. Differences in the parameters of psychological well-being of beginning teachers with different levels of reflexivity were revealed. A predominance of an average level of psychological well-being among beginning teachers was discovered, with average and low levels of development of personal reflection. They are also divided into groups (communicative, organizational, constructive) and describe the difficulties that teachers face at the beginning of their professional activities.
The data obtained in the study served as the basis for developing a series of supporting classes for beginning teachers to master the practice of reflexive analysis of problematic situations in professional activity, creating prerequisites for increasing the level of psychological well-being.
The article considers the problem of developing the linguistic personality of a specialist by means of an academic discipline. Based on the system of personal and professional psychological characteristics of the student, a model of his linguistic personality is compiled; methods and ways of developing its components are revealed to ensure the successful self-realization of the individual in professional activity. The prerequisites and conditions for the effectiveness of communicative interaction are outlined. The aspects of the speaker’s communicative personality are highlighted — the value aspect responsible for assessing the speech situation from the point of view of norm and morality and corresponding to moral attitudes in the structure of the linguistic personality; the conceptual aspect defining standard and creative modes of behavior (following a model and non-standard behavior), and the behavioral aspect — speech actions (ways of their implementation) dictated by motives, communication goals and strategies. The features and peculiarity of a professional linguistic personality are considered. The criteria for assessing the level of professionalism are outlined, the indicators of which make up the speech image of an individual. Some types of tasks are proposed, the use of which diversifies the traditional ways of forming knowledge, skills and abilities. The ways and means of transferring a specialist to a higher level of professionalism are determined. Perspective areas of development for the development of professionalism and the speech image of a specialist by means of discipline are proposed.
The article deals with the estimate of the time necessary and sufficient for intermediate certification in mathematics in a technical university. The objective of the suggested study is the time estimate (weight in hours) for intermediate certification for all kinds of didactic units that are included in assessment and methodical content of the work programme in Mathematics discipline, that is part of the curriculum of various kinds in teaching full-time students in Omsk State Transport University. The methods of the study used by the authors are observation, analysis, abstraction, comparison, synthesis, experiment. The result of the study is the procedure of the time reckoning for doing intermediate certification as well as methodology of students’ training for intermediate certification. The results of the study can be used in developing new tests including computer ones, and exam tickets, as well as for modification of existing materials, and methods of doing intermediate certification and training materials for it. In particular, an important trend is to develop the system of multi-level tasks where the time of their solving is the key factor to attribute them to the appropriate level. The conclusion is: constant updating of modern education standards demands an obligatory time reckoning at all levels of education.

The article analyzes the migration situation in South Ossetia, presents expert opinions on the factors and causes of the outflow of the population. The purpose of the work is to conduct a brief comparative analysis of the main parameters of employment, unemployment and standard of living in South Ossetia and its main migration recipient partners. The result of the analysis of the state of population migration is the justification of the need to develop and implement a state migration policy based primarily on a comprehensive survey of the preparatory stage of population migration. When developing state development programs, it is important to pay attention to the fact that uncontrolled migration processes can hinder the sustainable development of the country’s economy. The authors of the article provide the reasons and motives for the migration behavior of the population of the Republic of South Ossetia. The authors of the article came to the conclusion that the ineffective functioning of the labor market, unemployment, unsatisfactory standard of living, etc., contribute to the outflow of the population, and population migration remains a serious problem for modern South Ossetia. Solutions to the issues can be sought in: increasing the pace of economic development (in the material production sectors), improving the efficiency of the labor market; developing and implementing a well-founded state migration policy, etc.
The article examines the role of responsible leadership as a key tool for sustainable regional development in the context of global challenges of the 21st century. Special attention is paid to the relationship between socio-economic, environmental and managerial aspects, as well as analyzing strategies aimed at introducing responsible leadership into regional practices. The author’s idea of the conversion of value orientations from rational entrepreneurship to responsible leadership is given, four levels of responsible behavior of regional economic entities are identified: zero ethics, conformist ethics, rational egoism and responsible ethics. It is proved that the transformation of egocentric approaches in the regional economy by the concept of responsible leadership is currently perceived as an objective reality, stating the unity of private and public interests, and is becoming a new value guideline for the modern regional development agenda. Recommendations are offered for leaders at various levels who contribute to the sustainable development of the regions. The topic of the relationship between responsible leadership and sustainable development of the region is important for the scientific substantiation of current trends in the regional economy, as it covers key aspects of resource management, social policy and long-term economic growth.
Today management accounting is becoming increasingly important in the activities of enterprises. This increased interest is due to the natural development of modern society, the influence of factors such as a high level of competition in the market, the unpredictability of inflationary movements, a significant increase in production costs, etc. In such circumstances, accounting alone is not enough to make managerial decisions, as it does not provide relevant information to the company’s management to make informed and effective decisions about business activities. This is primarily due to the different objectives of accounting and management accounting. If the purpose of the first is to minimize the tax base, this allows for a situation where more expenses are taken into account than they actually are. The main purpose of management accounting is to provide accurate information for making operational management decisions. The article analyzes and summarizes the features of using various cost classifications, cost calculation methods, and management reporting forms in management accounting. The most and least effective of them are identified in terms of the depth of information and the possibility of making managerial decisions based on it.
The relevance of the study of financing of housing and communal services is that the social sphere is a key area that determines the well-being of society. In the scientific literature, to date, the problem of financing of housing and communal services in the subject of the Russian Federation is insufficiently disclosed. In this regard, to disclose the problem it is necessary to analyze various sources affecting various aspects of this issue. The purpose of the study: to analyze the financing of housing and communal services in the Omsk region. Research methods: monographic method, statistical and analytical method. Financing of housing and communal services in the Omsk region is carried out within the framework of the developed state programs. Thus, today in the Omsk region a number of state programs in the housing and communal services are being implemented. Financial support for each of the state programs in the housing and communal services is distributed in certain areas. Financing of housing and communal services in the region is carried out mainly at the expense of federal, regional and local budgets. Infrastructure budget loans, special treasury loans, direct subsidies, own funds, funds of investment programs of resource supplying companies are also used in the region to finance housing and communal services, but this is not enough. There is certainly a shortage of budget funds in financing housing and communal services.
The article examines the role of artificial intelligence (AI) in increasing the competitiveness of the dairy industry and the agro-industrial complex as a whole. The purpose of the study is to identify world leaders in the field of AI, who have successfully implemented it in their activities and increased the competitiveness of the dairy industry. The main task is to identify key areas for applying valuable experience and adapt it to the conditions of the dairy industry in the Novosibirsk region. To achieve this goal, the following tasks have been completed. Firstly, the analysis of scientific works of foreign and domestic scientists and specialists in the field of AI used in the agro-industrial complex and the dairy industry was carried out. Secondly, the author compiled a detailed SWOT analysis that revealed the strengths and weaknesses of AI applications in the dairy industry. The research used common scientific methods such as analysis, synthesis, induction and deduction. As a result, the world leaders in the field of AI and the key areas of its implementation in dairy production were identified, which have shown the greatest efficiency and can be adapted to the conditions of the Novosibirsk region. Based on the analysis, recommendations were developed to increase the competitiveness of the dairy industry using AI.
In the article, on the example of the trade industry of the Russian Federation, the challenges coming from the macro- and micro-environment are identified and systematised, the development of the Russian market of electronic and retail trade is analysed, the challenges and opportunities for their further development are identified. The research base is the methods of analysis, synthesis, comparative analysis. The mechanism of economic security management as a part of the trade enterprise management system is proposed, including the following elements: object, subject, subject, goal, tasks, methods, approaches, tools, evaluation criteria. The actions of decision makers in the field of economic security are shown. The conclusions are made that the system of economic security is in constant development and improvement, to ensure the economic security of the trade industry of the Russian Federation requires a management mechanism, which is based on a systematic and comprehensive approach to eliminating threats and solving existing problems of trade enterprises.
The presented work considers the potential for reducing transaction costs in logistics through the introduction of unmanned transport systems. The state of the problem is described, where transaction costs can reach a significant share in the total logistics costs of enterprises. It is shown that unmanned solutions can significantly reduce operational and transaction costs for optimizing information flows and electronic document management, but the introduction of such systems is associated with additional investments and legal challenges (liability in case of an accident, regulation of the labor market, etc.). The work identifies three levels of digital logistics development: initial, hybrid and ecosystem. The importance of taking into account the interests of all parties - the state, business and society - when determining the total effect of digitalization of the logistics sector is emphasized. A conclusion is made about the need for an integrated approach, including technological, legal and socio-economic instruments.
This article substantiates the readiness of consumers and veterinary clinics to introduce a new service, «animal medical examination», to the market, taking into account the need to use information technology, which will ultimately improve the quality of veterinary services and improve the quality of life of small pets and companion animals. The current practice of veterinary clinics is aimed largely at working with sick animals, the number of which is significantly less than the total number of animals kept in households. The animal medical examination program is aimed at a new segment of consumers of veterinary services, owners of healthy animals. The purpose of this study was to determine the readiness of potential consumers to use the new service, «animal medical examination», and to determine the necessary production capabilities of veterinary clinics for the high-quality provision of this service. As a result of the study, the potential market capacity and consumer readiness to purchase the new service, «animal medical examination», were determined. It is highlighted that one of the main tools for the high-quality provision of the new service is information technology. The materials presented in this article can be useful in developing animal medical examination programs at the level of specific veterinary clinics.
An increase in the share of entrepreneurship in the regions of Russia will contribute to the economic growth of the regions, the creation of new industries, additional jobs, the development of innovative infrastructure and a significant improvement in the quality of life of those employed in business and the entire population. This study is aimed at analyzing the effectiveness of the implementation of the National Project «Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative», identifying problem areas, assessing the impact on the development of the regional economy, and the level of involvement of potential project participants. The purpose of the study is to identify opportunities to increase the effectiveness of the activities carried out and stimulate the growth of the regional economy through the development of entrepreneurial ecosystems. The analysis of the implementation of the National project «Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative» on the key indicators of four federal projects was carried out. The indicator of the «Number of newly created SMEs» in terms of legal entities and individual entrepreneurs is detailed. The instruments of state support using the Digital Platform have been identified. Recommendations have been developed for the formation of practical proposals to support regional entrepreneurship.
РАЗДЕЛ III. ЧАСТНО-ПРАВОВЫЕ (ЦИВИЛИСТИЧЕСКИЕ) НАУКИ (ЮРИДИЧЕСКИЕ НАУКИ)
This scientific article presents a comprehensive analysis of the legal status of virtual assets as objects of civil rights within the legal framework of the Kyrgyz Republic. It examines the statutory definition of a virtual asset established by the Law of the Kyrgyz Republic “On Virtual Assets,” and its correlation with the categories of property and intangible goods in the civil law system. The article reveals the features of the legal nature of secured and unsecured virtual assets, as well as their classification either as independent objects of rights or as instruments for certifying property rights. It analyzes the specific legal regime of possession, use, and disposal of virtual assets, including restrictions on their turnover. A comparative legal overview is provided regarding the regulation of virtual assets in the Kyrgyz Republic and the Russian Federation. Certain aspects of law enforcement and state oversight of participants in the virtual asset market within the territory of the Kyrgyz Republic are considered. Based on the conducted research, proposals are substantiated to improve the legislation, aimed at strengthening the legal foundations of the digital economy and developing the circulation of virtual assets within the legal system of the Kyrgyz Republic.
The article examines the issue of consumer rights implementation within the framework of retail trade on international electronic platforms (using Alibaba.com and Aliexpress.com as examples). The subject of the study is the current state of civil legislation in the field of consumer rights protection on international platforms (including in the context of cross-border purchases). It is noted that the protection of consumer rights in cross-border retail trade has certain peculiarities, and such transactions carry additional risks for consumers. The article discusses the specifics of the interaction between the platform, the seller, and the buyer on Alibaba.com (Aliexpress.com), as well as judicial practices regarding specific disputes arising from this interaction. It is concluded that, at present, the practice of trading through this platform does not fully comply with the norms of Russian legislation.
