Abstract

The article analyzes the issues of preparing students to solve practice-oriented problems.
Attention is drawn to the students’ skills in solving refined mathematical problems and the lack of a sufficient level of preparation for carrying out logical reasoning at the stage of drawing up mathematical models. Trends in modern higher education are also analyzed: digitalization of education, reduction of the budget for classroom workload in higher mathematics. The conclusion is made about the need to develop methodological materials for the active introduction of complex electronic educational resources into the educational process.
The purpose of the work is to show with specific examples the methodology for organizing training using SCORM technologies. The article contains the author’s SCORM applications on linear models in economics. It is proposed to divide the educational material of the applications into parts: a block of reference information and repetition of theoretical material from the course of higher mathematics; a block of tasks introducing students to the meaningful formulation of an applied problem and its solution; a block of problems taking into account the profile orientation of the mathematical model for independent solution. The author focuses on the possibilities of the proposed methodology in creating comfortable conditions for teaching students to solve practiceoriented problems: systematization of material, transfer of knowledge from one area to another, building individual learning trajectories, providing remote support for the educational process. This technique can be adapted to solve practice-oriented problems not only from economics, but also from other cycles of disciplines.
The author of the article came to the following conclusions: the proposed approaches to developing applications for SCORM packages aimed at solving practice-oriented problems create additional opportunities for students to develop mathematical modeling skills and high-quality mastery of mathematical knowledge in general.

Abstract

The article substantiates the relevance and feasibility of analyzing the digital footprint of schoolchildren, reveals the essence of the concepts of “digital footprint” and “digital footprint in education”, its types, sources and components. The purpose of the work is to analyze Russian and foreign studies devoted to studying the role and possibilities of using digital footprint data in school education. The research methods used include analysis and comparison of psychological and pedagogical literature, scientific articles, the inductive method, and the systematic method. The authors describe in detail the leading practices of digital footprint analysis in school education, identifying those Russian and foreign studies that do this most comprehensively (extract and record data on key components of the digital footprint). It is concluded that the practice of using digital footprint data in school education in order to study the types of activities of schoolchildren on the Internet prevails in foreign sources. Foreign authors are interested in high school students’ awareness of their digital footprints, their management, the impact of the digital footprint on the present and future, and the role of the digital footprint in the psychophysiological field is explored. Among the key areas of using the digital footprint in the research of Russian scientists, the study of the role of the digital footprint as a regulator of the educational process clearly stands out. Digital traces are used in the process of assessing the effectiveness of the educational process and making decisions about its optimization, predicting the results of educational activities. There are a number of works devoted to the use of the digital footprint in career guidance work with applicants. In conclusion, the found relationships between the data from the student’s digital footprint are listed and conclusions are drawn about the main possibilities for using information extracted from the digital footprint in school education.

Abstract

The purpose of the study is to identify the effectiveness of the personification process based on the support strategy, to achieve which the tasks of substantiating diagnostic parameters, developing a questionnaire, identifying “problem areas” and forming methodological recommendations for supporting students in a specific educational institution are defined. The article presents the theoretical basis for considering pedagogical support as a strategy for personifying education. Based on the environmental approach, diagnostic parameters for accompanying schoolchildren in the process of personifying education are determined. The authors proposed a decomposition of the parameters of the examination of the educational environment according to V. A. Yasvin and developed questionnaire questions to record the characteristics of the educational environment according to the parameters of accompanying schoolchildren in the process of personification. The results of a survey conducted in a secondary school are presented. Prospects for continuing the research are named. The work was carried out within the framework of the activities of the scientific laboratory of personification of education at Omsk State Pedagogical University on the research topic “Personification of the educational environment of a school as a condition for the quality of education.”

Abstract

The article analyzes the peculiarities of students’ training for participation in foreign language academic competitions. The authors use the method of pedagogical modeling. The aim of the work is to present a structural-functional model that contributes to the effective development of speaking skills in students of non-linguistic specialties in the process of their training to participate in academic competitions in English. Based on the research of Russian and foreign scientists on the problems of communicative-oriented approach in teaching foreign languages, the authors describe the components of the developed model for training advanced students. The novelty of the research lies in the universal and complex character of the developed model. As a result, the authors select the appropriate content and methods used in the process of teaching students oral speech in a foreign language, as well as offer exercises and tasks for their implementation. Students’ achievements in international and regional academic competitions, theirs stable growth of self-esteem, motivation and academic performance in the process of approbation of the authors’ approach on the basis of Omsk State Agrarian University during 2021-2023 confirm the potential of the proposed model to improve students’ speaking skills. The obtained results can be applied to the effective training of students participating in foreign languages academic competitions. The authors conclude that such model can be either successfully implemented by high school, college and university teachers to improve students’ oral proficiency in general through the organization of in-class and out-of-class independent work.

Abstract

Modern education is focused on the development of a person with a complex of various competencies necessary for further professional activity. The purpose of this article is to consider the issue of the formation of discursive competence, which is one of the key ones for a future graduate of a higher school. Special attention is focused on the legal direction of training first-year students of the Autonomous non-profit Educational Organization of Higher Education «Siberian Institute of Business and Information Technologies», the article suggests methods and forms of work on the discipline «Russian language and culture of communication», which, according to the author, contribute to the formation of discursive competence.
Discursive competence presupposes knowledge of different types of discourse, their structural features, the ability to choose one or another type of discourse in accordance with the communicative situation, extralinguistic factors, methods of interaction of communicants. This type of competence has a broad orientation: it includes not only the ability to communicate competently in accordance with the norms of the modern Russian language, knowledge of the specifics of business documentation, but also awareness of the target attitude of communication, evaluative attitude to the statement, taking into account the situation of communication, its place, relations with the interlocutor, forecasting the impact of the statement on the interlocutor, the ability to create a favorable atmosphere for communication and maintain contacts with people of different psychological types and educational levels.
The relevance of the topic under consideration is due to the requirements of the federal state educational standards of higher education. Language learning from the point of view of a competence-based approach, taking into account a specific discourse, seems to be especially in demand in the context of a changing linguistic picture of the world. The main task of speech interaction is its effectiveness, which can be achieved thanks to the formed communicative skills of an individual.

Abstract

The article discusses the methodology of teaching with the use of active teaching methods. Previously, the author conducted a review of the latest publications on this topic.
The purpose of the work is to analyze the application of specific active teaching methods in the implementation of the educational process in the framework of the course «History of Russia». The relevance of this issue is associated with the increasing importance of the problem of the formation of students’ civil identity. Attention is drawn to the fact that in order to solve this problem, the amount of hours for teaching the course has been significantly increased since the current academic year, and, therefore, the amount of contact work. The author describes the practice of using active forms at all stages of the educational process. Among others, the article describes the features of the teacher’s use of the following forms. In a lecture session, this is a dialogue with elements of search and heuristic activity. In the practical lesson, the author uses various types of testing, tasks related to comparative analysis and the use of the inductive method, reconstruction tasks. As part of extracurricular work, the teacher offers students the preparation of written works — essays, abstracts with research elements and their subsequent defense in practical classes. To solve the problem of the relationship of the course with the direction of professional training, the author has developed an appropriate subject of these works. The article provides examples of the teacher’s use of electronic forms based on active teaching methods: interactive tasks (feed packages), electronic thematic crosswords. The author concludes about the effectiveness of the use of these forms in the implementation of active teaching methods to achieve learning goals.

Abstract

The article describes the impact of digitalization on communication. Changes related to digitalization must also be taken in the educational process when developing communicative universal learning activities. It is important to use different forms of communication (direct and computer-mediated) in the development of teenagers’ communicative skills in mathematical teaching. Blended learning is singled out as one of the technologies that can take into account these requirements. Blended learning is considered as one of the leading e-learning technologies combining synchronous and asynchronous interaction formats of its participants. Electronic educational resources have a number of characteristics, the consideration and use of which in the process of teaching mathematics can have a beneficial effect on the formation of the communicative competence of adolescents.
The development of students’ communicative skills in the educational process is associated with the implementation of communicative universal educational actions. The specifics of the subject «Mathematics» allows you to clarify and concretize such actions. The features of blended learning mathematics teaching that contribute to the mastery of students in by communicative universal educational actions are revealed by taking into account the selected characteristics corresponding to electronic educational resources, as well as through synchronous and asynchronous interaction formats that make up the structure of blended learning. Communicative universal educational actions are represented by three interrelated groups, depending on the leading role of students in the process of information exchange: perception (student — recipient), transmission (student communicator), interaction (student — participant of joint activity and its organizer). For each group, examples of students’ communicative learning skills are given, implemented with synchronous and asynchronous interaction formats in conditions of blended learning math teaching.

Abstract

The article outlines the features of the use of distance educational technologies in the study of mathematical disciplines using the example of the discipline “Probability Theory and Mathematical Statistics”. The authors consider distance educational technologies as a set of means for implementing the educational process. The purpose of the study is to analyze educational technologies used for teaching mathematical disciplines at a distance, contributing to the development of general professional, digital competencies of students at various stages of education. The authors illustrate examples of the use of distance educational technologies in teaching probability theory and mathematical statistics in the electronic information and educational environment of OmSAU Moodle through the use of Moodle capabilities, as well as the Lan electronic library system, video conferencing, online whiteboard, graphic tablet, as tools for interaction between teacher and student . 
The authors chose work in small groups as one of the forms of organizing the educational and cognitive activity of students, which, as practice has shown, can be successfully used not only when working in a classroom in a full-time mode, but also during distance learning in a synchronous  mode. Group work is applied to various educational situations: learning new material, consolidating the material covered, setting a new mathematical problem, monitoring acquired knowledge. The group form of work allows you to intensify educational and cognitive activity and develop teamwork skills.
The results of the article can be used by teachers of mathematical disciplines in the educational process of institutions of higher professional education. The authors of the article came to the following conclusions: distance educational technologies help build the educational process, making it more visual and modern, exciting, but traditional teaching methods should not be completely excluded, since live communication between the teacher and students plays an important role and should not be completely absent, as was the case during a pandemic. The development of creative, creative thinking in students is impossible without direct personal communication with the teacher. It is necessary to develop a methodology in which distance educational technologies and traditional teaching methods will complement each other, helping the teacher and student organize the educational process, allowing the student to actively involve the student in this process, visually, visually, study in more detail, assimilate the material and contribute to the formation of competencies necessary university graduate.

Abstract

The article is devoted to current problems of registration of legal entities on the territory of the Russian Federation. The article analyzes the procedure for legal regulation and measures to ensure the reliability of information contained in the Unified State Register of Legal Entities, and discusses issues of protecting the rights and interests of sole executive bodies who have expressed a desire to resign, information about which, as the heads of a legal entity, is stored in this state register, creditors of this legal entity, as well as other interested third parties.
The article attempts to give a legal assessment of the situation when an existing legal entity is left without a governing body. The author draws attention to the shortcomings of the legislative mechanism for regulating the activities of legal entities, in relation to which there is information about the unreliability of information about the sole executive body.

Abstract

At the present stage of economic development, ensuring a high level of competitiveness is a guarantee of stable economic growth and a stable position of the company in the market. Competition in the modern world is the most important way to increase the efficiency of the economic system and its individual economic entities.
The Russian market of hotel services for the period from 2019 to 2022 is characterized by complex multidirectional trends. In 2020, there was a decrease in all quantitative and qualitative indicators of the industry’s activity due to the COVID-19 pandemic. Since 2021, thanks to the development of domestic tourism, including with the help of state support, the restoration of the industry, the development of new recreational areas has begun. Experts note that some regions in 2022 reached the indicators of the «doc-shaped» 2019, including Yekaterinburg. And this positive trend is evident despite the departure of international hotel operators in 2022.
The purpose of this article is to develop measures to improve the competitiveness of an organization operating in the hospitality industry of Yekaterinburg. The object of the study is the hotel «Novotel Yekaterinburg Center». The subject is the competitiveness of the organization of the hospitality industry.
The comparison of the competitive advantages of Novotel with hotels of the same market segment — Park Inn and Ramada — according to the method of M. Porter showed that the coefficient of key success factors at Novotel is higher than at Ramada, but lower than at Park Inn.

Abstract

The article is devoted to the analysis of trade and economic cooperation between Kazakhstan and Russia, identifying current problems and exploring prospects for further development of relations. The authors consider key aspects of cooperation, including trade exchange, investment flows and common economic interests. The article analyzes the factors affecting the effectiveness of the partnership and suggests possible solutions to solve the identified problems. The key aspects of trade and economic cooperation between Kazakhstan and Russia are determined: the history of cooperation — the history of economic ties between Kazakhstan and Russia, the formation of independent economies of the two countries; trade exchange — analysis of trade volumes, the dynamics of trade in goods and services, as well as the structure of trade exchange between the countries; investment and economic cooperation — the level of investment between countries, as well as joint projects and economic cooperation programs; problems, challenges, obstacles and problems faced by Russia and Kazakhstan in the process of trade and economic cooperation, such as customs barriers, differences in legislation, competition and others; development prospects as a potential for improving cooperation between the two countries, including possible areas of growth, expansion of cooperation, development of new sectors of the economy and joint projects; the geopolitical context, taking into account the geopolitical situation in the region, its impact on trade and economic cooperation between Kazakhstan and Russia; future cooperation in the form of recommendations and emphasizing the importance of strengthening cooperation in the face of modern challenges, such as changes in the global economy and the geopolitical situation. The study is aimed at providing a complete picture of the current state and prospects for the development of trade and economic relations between the two countries.

Abstract

In the process of economic development of society, industrial production developed rapidly, which directly affected the environmental component. Therefore, the need to preserve the environment has become the most pressing issue. Focusing on the concept of sustainable development is of particular importance against the backdrop of ongoing geopolitical events. The global shortage of energy resources and environmental problems are becoming increasingly serious for industrial enterprises in the context of the worsening energy crisis, which requires the search for new and innovative solutions. Methodology. In the process of work, a systematic approach was used, methods of economic analysis and data synthesis in the form of tables and diagrams were used. Taken together, the methods used to write the dissertation determined the reliability of the economic analysis and conclusions. Degree of development. The structuring of business models focused on the integration of the principles of sustainable development was carried out by P. S. Ensin. Identifying the relationship between ESG performance disclosure and sustainability performance was reviewed by M. F. Al Sayegh, D. Zhang and B. M. Lucey. Based on the analysis, it was revealed that many studies have been devoted to the problem of sustainable development, but the issue of forming a mechanism for the sustainable development of an industrial enterprise in the context of geopolitical transformations has not been given due attention. Therefore, the article develops methods for managing and interacting with an industrial enterprise with various market entities. It has been determined that the economic development of an industrial enterprise is associated with efficiency and rational use of resources. An analysis of the degree of effectiveness of implementing the principles of sustainable development in industrial enterprises was carried out. A trend towards low environmental performance in various regions of the world has been discovered. It was found that social criteria increase in regions with high reserves of non-renewable natural resources, as well as in regions with outdated sustainable development initiatives, such as Asia. Therefore, against the backdrop of current problems, a systematic approach is presented that makes it possible to form and implement a mechanism for the sustainable development of industrial enterprises. The mechanism for sustainable development of an industrial enterprise makes it possible to take into account the influence of external and internal factors in conditions of heterogeneity. The proposed mechanism for the sustainable development of industrial enterprises is based on the selection of unique competitive advantages and has a number of distinctive features, taking into account the search for new directions of development, which will allow efficient and rational use of limited resources.

Abstract

The article examines the current situation on the Russian labor market. Based on data on the level of unemployment among the population, a decrease in the number of workers, increasing demand from employers and a decrease in the activity of job seekers, it is concluded that there is a shortage of personnel in the labor market. In conditions of labor–deficient labor market conditions, organizations face not only a shortage of labor, but also increased selectivity of applicants when choosing an employer, and, as a result, the need to improve ways to attract staff.

The author substantiates the point of view according to which employers in the current conditions need to provide candidates with access to complete and up-to-date information about themselves, promptly work with reviews of former employees posted on the Internet, improve the culture of interviewing and feedback. An important task facing the employer is to form a positive impression of himself, including rejected applicants, who, as the author emphasizes, should be considered as an additional source of attracting potential candidates. The author considers the content of referral recruiting programs, their advantages in comparison with other methods of attracting staff, as well as the conditions that ensure the effectiveness of their use. The article also presents the experience of companies following the path of providing personnel through an organized system of on-site training, including internships.

During the research, such methods as analysis of literature sources, generalization and systematization of information, comparison, as well as analysis of statistical information, graphical method and others were used. The results of the study are theoretical and practical in nature and can be used by specialists in the field of personnel management, managers in the development of programs to attract personnel to vacant positions in modern Russian organizations of any organizational and legal forms of ownership and spheres of activity in the conditions of personnel shortage in the labor market.

Abstract

The article is devoted to the study of key aspects of the methodology of scientific cognition of technological transformation. The development of a competitive economy in industrial sectors at the present stage is characterized by the use of technologies of the fourth industrial Revolution. The problems of technological transformation of industrial holdings are caused by the provision of long-term stable competitive industrial products of domestic holding structures in the conditions of large-scale environmental constraints. The purpose of the study is to substantiate the theoretical and methodological aspects of technological transformation in order to identify the main elements and their structuring into the ecosystem of technological transformation in relation to industrial holdings in accordance with the requirements of industry 4.0. The object of the study are industrial holdings. Subject of research: technological transformation of industrial holdings. The methods used include: methods of construction, description and abstraction.
The article reveals the key signs of technological transformation within the framework of the fourth industrial revolution. The assessment of the existing scientific approaches to the disclosure of the essence of the concept of «technological transformation» is carried out. The economic content of technological transformation is substantiated in the context of the process approach, the distinctive feature of which is the consideration of the holding structure as an ecosystem based on technological transformation in order to create an infrastructural unity of its business units.
The structural elements of technological transformation included in the ecosystem of technological transformation of an industrial holding in the conditions of industry 4.0 are reasoned. The proposed ecosystem takes into account the goals, methods, unified information space, factors, processes and results of technological transformation of an industrial holding. The systematized elements make it possible to identify the process of transition of technological transformation into digital transformation of an industrial holding carried out in a single information space.
The scope of application of the results obtained is the activity of large regional industrial holdings.

Abstract

The article is devoted to the study of digital integration (DI) in industry in Germany and South Korea, as well as the practices of stimulating its development when implementing industrial policies in these countries to consider their experience in Russia.
The purpose of the paper is to determine the possibilities of using foreign practices in the management and development of digital intelligence in the industrial policy of our country. The main methods of the research are the content analysis, the method of comparative economics, as well as the general scientific theoretical and empirical methods. The object of the study is the industrial sector in Germany and South Korea, i.e. the countries of the «digital leaders» group, identified as per the Digital Intelligence Index.
In the article the author examines the ways of the DI development in the industrial sector of two countries and the effectiveness of the policies pursued in them to support this process. The limited scope of DI coverage of the industrial sector is noted, the specifics of the participants in these processes and the requirements for the subjects of their management are identified.
The results of the study are the conclusions about the viability of state support for DI in the industry of the two countries, despite the limited results of the economic and political courses conducted in them; about the shortcomings accompanied the development and implementation of government efforts; as well as the advisability to consider them when implementing industrial policy in Russia DI to develop, incl. a differentiated approach to the involvement of different industrial subjects in DI, the need to prepare relevant government structures to manage this process and coordinate their efforts among themselves. The conclusions drawn have a theoretical and practical orientation and can be used in the activities of authorities at different levels of governance and in the economic performance of domestic industrial organizations.

The article analyzes the current trend of digital transformation in the construction industry, the prospects for implementation and digital problems that will arise in 2022-2023. Proposals are being put forward for the transformation and development of the construction industry, taking into account the use of digital buildings, digital buildings and intelligent systems that will make it possible to make a breakthrough in digital transformation. This reveals the relationship between the construction industry and digital buildings and intelligent systems. The article describes the trends and methods of implementing the digital transformation of the Russian construction industry, as well as their interrelationships, problems and possible applications.
Using the example of digital buildings and intelligent systems, it highlights the practical practice of implementing and applying digital transformation in the Russian construction industry. The article, along with theoretical analysis, offers practical aspects of the introduction of this type of digital transformation in the Russian construction industry.

Abstract

The purpose of the article is to assess the impact of the anti-Russian sanctions policy on the Russian economy and to determine the importance of technological sovereignty for the growth of the national economy. To do this, the following tasks were solved: using a retrospective analysis, the causes and objectives of the economic war unleashed by the collective West with Russia were determined; using statistical and economic methods, an assessment of the degree of impact of economic sanctions on the development of the Russian economic system was given. Using an abstract-logical approach, we examined existing scientific approaches to the interpretation of the category of «technological sovereignty» and proposed our own definition of this concept. Within the limited framework of the presented work, the author conducted a comprehensive assessment of the current state of the national economy and identified the presence of technological sovereignty in the Russian Federation as one of the key factors in ensuring economic security and sovereignty of the country. Based on the conclusions of factor analysis and based on an evidence-based approach, the article substantiates the leading role of the state in ensuring technological sovereignty and the need for a comprehensive solution to this problem in combination with solving systemic problems of the Russian economy.

Abstract

In this article, the author describes the specifics of ESG transformation in the banking and financial sectors associated with the introduction of new rules of economic and corporate behavior. In Russia, the experience of using ESG banking is a fairly new phenomenon compared to countries that have long been involved in issues of sustainable economies, but in recent years this concept of banking has become a trend for many banks. Systemically important banks have begun to develop in the direction of ESG principles, becoming conductors of this approach for the activities of smaller banks and financial institutions.
The subject of the study is ESG banking and ESG transformation. The purpose of the study is to reveal the technology for introducing ESG banking and the concept of green finance in countries that have defined sustainable development goals.
In order to study the fundamentals of ESG banking, an abstract-logical deduction method was used; The structural analysis method was used to identify the problems of the green economy and the below-mentioned trends in sustainable development, which led to the popularization of ESG banking and its components, as well as to consider the theoretical and practical provisions for solving the problems of climate change and strengthening gender equality, which have become the main goals of social and environmental sustainability among banks that have signed up to the Responsible Banking Principles around the world; The systematization method was used when considering the determination of a number of indicators.
The result of the study was the identification of problems in implementing the principles of sustainable development and the ESG approach in the modern global space. It can be stated that the Russian Federation is no exception to the general rules, and solving many ESG problems is a priority for the country in the field of sustainable development. The entire international community is building its socio-economic development around these initiatives. A sound strategy for setting ESG standards in an environment of environmental sustainability will help to monitor the development of regulatory risks in the banking sector to identify, assess and monitor them. Based on the analysis, the author comes to the conclusion that the ESG market in Russia must undergo several major changes to further integrate its criteria into the Russian economy.

Abstract

Тhe article considers an approach to operational dispatch management of the power system of the Russian Federation in the conditions of digitalization of the economy within the framework of a non-cost assessment of the efficiency of the domestic power system, based on the postulates of a systematic approach, based on the analysis of information flows of production activities, quantified in terms of conditional entropy and parametric complexity of the power system. The purpose of the work is to analyze the information flows in the operational dispatch management of the power system of the Russian Federation, to consider the possibility of applying and analyzing the dynamics of information parameters for modeling business processes and making management decisions to coordinate the activities of the power system. The subject of the study is the structure and information flows and functional connections of structural units of the system operator of the unified energy system (SO UES). To achieve this goal, the following tasks were performed: the information flows functioning within the framework of the coordination of the activities of the SO UES were analyzed; quantitative components and sources of their formation for calculating the information parameters of the energy system were determined; a mechanism for forming a positive trajectory of the development of the energy system and prerequisites for the formation of a mechanism for intelligent management of the country’s energy system were developed. Within the framework of the results of this study, the information flows between the structural units of the SO UES, the criteria for evaluating individual information flows within the control action for calculating information parameters are determined. The obtained research results can be used in practical activities on operational dispatch management based on the creation of a system of intelligent management of the country’s energy system by managing information flows for modeling business processes and making informed management decisions within the framework of a non-cost approach.

Abstract

One of the most important infrastructure projects for the development of the Russian Arctic is the Northern Sea Route. The development of the NSR will reduce the cost of cargo transportation, as well as receive income from the passage of foreign vessels through the territorial waters of Russia. Large-scale infrastructure projects of the NSR assume sufficient availability of resources. Among the activities within the framework of the federal project, the construction and modernization of infrastructure, rescue fleet, ice-class vessels, nuclear icebreakers, the creation of a digital ecosystem of the NSR, the construction of LNG terminals, oil and coal terminals are highlighted. Projects are financed from the federal budget and investments of the largest companies (NOVATEK, ROSATOM, etc.). Raw materials are mostly extracted on the way of the NSR, free land resources are abundant. The main difficulty in ensuring the smooth operation of the NSR is the provision of competent human resources.
The article examines the socio-economic indicators that affect the current state of labor resources in the regions of the NSR. The research is carried out by analyzing statistical data presented in reports on regional development, studying long-term plans approved by the state bodies of the Russian Federation. As a result, such problems of development of the northern regions as: uneven industrial and economic development of territories, low density of permanent residents, stable outflow of qualified able-bodied population, a significant percentage of emergency housing stock at high cost per square meter and lack of modern infrastructure facilities, low occupancy of secondary and higher vocational education institutions, their remoteness from the ports of the NSR. The recommendations made based on the results of the study can be applied in the formation of regional development programs.

Abstract

The purpose of the study is to study the peculiarities of the transformation of agriculture in the regions of the Russian Federation into a digital economy. Within the framework of this study, the task of forming the concept of transformation of agriculture in the region into a digital economy was completed. The article is theoretical in nature. The methodological basis of the study was theoretical and conceptual approaches: a set of general scientific and private scientific methods. The scientific novelty lies in the conceptual elaboration of the stages of the digital transformation of agriculture in Russia and the definition of the role of science and business in its formation. It is established that the concept of transformation of agriculture in the region into a digital economy is based on its need for digital solutions, the current level of their development by business and the tasks of the industry development in the face of external risks. Digital solutions for agricultural business should take into account the institutional and technological specifics of agricultural production. It is determined that agriculture in the Novosibirsk region requires at least 17 integrated digital technologies, including at least 7 for microbusiness, 4 for medium-sized businesses and 5 for agricultural holdings that take into account the existing specialization of their production. For regulation, a regional center «IT-Agro» is needed, whose functions will include the translation into the business environment of digital competencies in the field of technologies used in agriculture, the development of training programs for agricultural educational institutions and the selection of qualified personnel for them, generalization of Russian and foreign experience. the experience of using digital technologies in agriculture, the search for ready-to-use technologies and means for their acquisition and replication, adaptation to the common system of the platform for the promotion of regional agricultural products and food in foreign markets.

Abstract

Coal resources are one of the key sources of energy and are essential for modern economic development in many developed and developing countries. Although the coal industry has made a significant contribution to chemical production, there are also negative factors such as environmental pollution and energy consumption, which directly affect the environmental balance. Therefore, in modern conditions, a model that allows achieving rational use of coal resources and increasing industrial potential is especially important.
In the process of work, a systematic approach, methods of comparison, structural and functional analysis, synthesis were methods of economic analysis and graphical display in the form of tables and diagrams used. Taken together, the methods used to write the article determined the reliability of the economic analysis and conclusions.
Many scientists are studying approaches to assessing the coal chemical industry; in particular, W. Wang, and Sh. Sun paid great attention to assessing the competitiveness of the coal chemical industry. An analysis of the development paths of China’s coal chemical industry is reflected in the work of G. Yang, L. Wen, H. Zhang. Researchers A. V. Kozlov and Xia Zhang analyzed the innovative industries of China based on international cooperation, and A. S. Kostarev assessed the organizational and economic relations of personnel in the process of innovative development of a coal mining production association.
The proposed model for combining coal chemical companies in Inner Mongolia tested, promoting the active integration of its own production of coal processing technology. The analysis made it possible to identify territories with the greatest potential for unification. It has proven that the effectiveness of creating innovation centers in the region reflected in stimulating innovation, increasing the level of professional education, promoting scientific and research programs, technology transfer, active economic development, increasing competitiveness and creating an ecosystem. Innovation centers contribute to the formation of an innovation ecosystem, including interaction between universities, research institutes, enterprises and government agencies.

Abstract

The article is devoted to the study of existing technologies of strategic business management, the formulation of methods for optimal management decision-making. SWOT analysis is an important element of strategic planning. In the process of its compilation, the internal and external environment is analyzed, competitive advantages are identified, strategic alternatives are determined and selected. When analyzing the external environment, the planning period is of great importance. The longer the planning period of an entrepreneur, the higher his propensity to invest, which directly affects the economic growth of the country as a whole.
Scientific methods of materials analysis and the method of comparisons were used to conduct the study. The research is based on analytical materials and statistical data of the Federal State Statistics Service.
The main results of the study are that small and medium-sized businesses lack the necessary level of financial stability, diversification of production, etc., which leads to the vulnerability of small and medium-sized businesses. Moreover, vulnerability increases due to the need for small and medium-sized economic entities to compete with similar enterprises, as well as with large organizations. The way out of this situation is the high flexibility and adaptability of small and medium-sized businesses. Small companies have to look for additional opportunities that can provide competitive advantages. This skill becomes the key for small and medium-sized businesses, the source of its growth.
For small and medium-sized businesses to survive and grow, it is necessary to contact the external environment, measure the necessary indicators, control them and make effective management decisions based on measurements. At the same time, the external environment has a high level of dynamism. Therefore, only modern, changing methods of adaptive management (insafing, Agile, SCRUM, etc.) allow us to make effective strategic decisions that ensure competitiveness in the long term.
