This article discusses the connection between the resource approach and the informal education of young teachers. The problem identified in the article, related to the shortage of personnel in providing the general education system, demonstrates the need to update the mechanisms for the professional development of young teachers. The purpose of the article is to substantiate the totality of resources (spatial, organizational-technological, communicative organizational), the use of which ensures the satisfaction of the personal and professional needs of a young teacher. General scientific methods were used as the methods of the study: theoretical and empirical. The author in the article proposes a methodological development of the competition of professional skills «Mentor + young teacher = team» as a tool for assessing the formation of subject, methodological and communicative competencies of a young teacher, and at the same time, a set of resources for a young teacher, ensuring his personal and professional development. In the article, the author presents the stages of the competition with a description of the competitive tests and the criteria for their evaluation, the results of the tests by the participants. The author comes to the conclusion that in the course of participation in the competition at different stages of its implementation, the young teacher had a unity of theoretical thinking and practical activity. The young teacher independently designed his individual cognitive activity, determining the purpose of participation in the competition, selecting content and methods that could ensure the achievement of the planned result. Participation in the competition, the manifestation of one's own activity in solving cases and conducting extracurricular activities, demonstrated the professional and personal position of the young teacher. The results of the study are of a theoretical and practical nature and can be used in educational organizations to build an individual trajectory for the professional development of young teachers, eliminate their professional deficits that arise during the implementation of professional activities.
The article is devoted to the current problem of organization of independent work of students. The study is carried out by identifying objective and subjective factors that impede the effective organization of this process. One of the main trends in education is analyzed - an increase in the share of independent work of students by reducing the classroom load. The author draws attention to the phenomenon of «clip thinking» among today's youth. The author considers it appropriate to consider the identified problem in close connection with the issues of structuring educational information. The article deals with the methodological aspects of structuring educational material in financial mathematics. On the example of the basic abstract of the course of lectures and assignments developed by the author for a notebook with a printed basis, the methods of combining textual and structural-logical methods of presenting educational information are shown, intra-subject and inter-subject connections between financial and higher mathematics are built. The main structural and logical means are conceptual and comparative tables, reference diagrams. Particular attention is paid to the layout of the educational material, the structure and saturation of the tables with supporting logical circuits, evidence. On the example of the scheme developed by the author for the formation of simple and compound interest, a wide range of skills is shown that allow the formation of basic schemes. The proposed methods and approaches to structuring material in financial mathematics can be adapted for structuring educational information in other subjects. Based on his own experience, the author of the article came to the following conclusions. The proposed approaches to structuring educational materials create favorable conditions for organizing independent work of students, primarily at the stage of primary consolidation of theoretical knowledge: studying the conceptual apparatus of the discipline, solving practical problems similar in terms of conditions, working with test tasks for self-control. When working with a reference lecture notes and a notebook with a printed base, students improve the functions of long-term memorization due to the widespread use of visual images, concentration of attention and motivation increase, and the pace of learning activities accelerates.
The increasing requirements for the level of training of engineers, the expansion of the number of necessary competencies that graduates of technical universities should possess, pose the task of finding new approaches to teaching that provide deep professional knowledge, skills and abilities, and, at the same time, broad erudition, a confident understanding of the physical picture of the world. The article discusses the methodology of studying the topic «Entropy» and the related second law of thermodynamics. Both entropy and the second law of thermodynamics are considered as basic, fundamental concepts of the general course of physics. In the proposed methodology, along with the principle of «from simple to complex», the principle of «repetition» is implemented – repeated return to the concept of entropy in different parts of the general physics course: in addition to the standard study of entropy in thermodynamics, examples of entropy calculation in electrodynamics, nuclear and atomic physics, in solid state physics are given. The statistical and thermodynamic meaning of entropy is analyzed in detail, their interrelation within the framework of mathematical transformations of complexity acceptable to first-year students is shown, an example of working with very large numbers is considered. Entropy and potential energy are compared, their similarities and differences are noted. In particular, both of these physical quantities determine the equilibrium state of the system by the extremum of their values. The Carnot cycle is considered not only in the «pressure – volume» coordinates, but also in the «temperature – entropy» coordinates, which allows us to obtain the efficiency of the cycle literally «in one action». At the same time, it is not necessary to resort to the characteristics of a specific working fluid of a heat engine, which reflects one of the most important discoveries of Carnot, which is that the efficiency of an ideal heat engine does not depend on the nature of the working fluid. In the final paragraphs of the article, in which the entropy of the Fermi gas and the RC circuit is considered, a number of physical aspects related to the calculation of entropy and its change in irreversible relaxation processes are analyzed in detail, including the concept of entropy as a function of state. It is assumed that the article will be useful to teachers and students of technical universities, will help to better understand the concept of entropy, which is one of the most difficult concepts in the study of physics in the first years of universities.
The peculiarities of the lexico-grammatical competition, which is an integral part of the All-Russian Olympiad of schoolchildren in English, are distinguished. An analysis of the success of schoolchildren participating in this competition at the regional and final stages of the 2020-21 school year is carried out. We studied scientific articles and publications on the topic; we carried out a theoretical analysis of the works of domestic and foreign authors, and also summarized the results of modern researchers. We analyzed the results of the regional and final stages in the 2020-21 academic year, as well as the past papers of the contests along with their quantitative characteristics. We analyze the features of the tasks of the Olympiad sets of the final stage from 2015 to 2021, we come to the conclusion that preparation is possible with the development of key competencies. In the framework of this article, we prove that ‘Use of English’ test is the most complex competition that significantly affects the ranking of students. The authors offer recommendations for preparing for this test based on their own empirical experience. Educational and methodological manuals have been published, which are recommended for the preparation of Olympiad groups. The Olympiad movement in Russia is gaining momentum, every year the subject Olympiad in English attracts more and more participants. This direction is promising for development, since the development of the giftedness of schoolchildren is one of the priority areas of the state's educational policy. The introduction of Olympiad training courses will help improve the quality of results at the Olympiad in various regions of the country.
The article reveals the problem of the formation of the information competence of teachers in the process of developing an electronic educational environment. At the present stage, global informatization is actively being introduced into the educational process, including for the professional activities of teachers. Digital tools are very important in the learning process for schoolchildren. The main role of the teacher in the context of digitalization for teaching schoolchildren within the framework of information competence has been identified. The results of foreign researchers are presented, where the urgent problem of the weak use of digital tools by teachers in the classroom is updated. A model for the formation of information competence of teachers in the process of developing an electronic educational environment is presented, consisting of goals and objectives, conditions, criteria and basic tools for developing an electronic educational environment in order to effectively form information competence among teachers. So, the main criteria are motivational, cognitive and activity. The main tools are: electronic online platforms, educational portals, all-Russian educational websites, electronic textbooks and articles. The control methodology is: a survey of teachers, testing with the help of situational tasks, identifying a strategy of behavior in relation to the electronic educational environment (application, adaptation, development). The main stages of the formation of the information competence of teachers in the process of developing an electronic educational environment are also proposed. The stages of information competence development are characterized. The main types of activities performed and the digital tools used for the development of an electronic educational environment are considered. Thus, the teacher is provided with various tools for developing an electronic environment, from which he chooses the most convenient for him in preparation for the lesson.
The authors of the article analyze a non-standard variant of the methodological support of the educational process through the presentation of the personalities of the most interesting personality, namely the professor of the department of criminal procedure of the Federal State Educational Institution of Higher Education «Omsk Academy of the Ministry of Internal Affairs of Russia», candidate of legal sciences, professor V.V. Kalnitsky. They claim that V.V. Kalnitsky invented an interesting new method of communicating educational material to his teachers, such as publishing articles for students in a scientific and practical journal. According to the results of the study, it was revealed that for 10 years Professor V.V. Kalnitsky in the journal «Legislation and Practice», published on the basis of the Omsk Academy of the Ministry of Internal Affairs of Russia, 13 articles were published in a special section «To help students of the criminal process». A conversation with the author of the articles led to the conclusion that the choice of a scientific and methodological issue for coverage in the article is defined by him as an identified problematic that is difficult for students in mastering such an academic discipline as criminal procedure, and from communicating with fellow lawyers and teachers of criminal - legal disciplines of both the Omsk Academy of the Ministry of Internal Affairs of Russia and other educational institutions of higher education. The analysis of the new methodological work was organized in two directions: logical and methodical. In terms of logic, the authors of the article managed to identify four main features that are characteristic of V.V. Kalnitsky when writing articles. When identifying the methodological «know-how» of Professor Kalnitsky, the authors of the article saw that he tends to rely on eight methodological techniques, among which the techniques stand out: «keeping the topic», using the enumeration method when designating the features of a legal phenomenon and demonstrative knowledge of the legal language.
The article discusses the didactic support of teaching the discipline «History of Russia» at the university. The purpose of the study was to theoretically substantiate and design such didactic tools as a workbook and reader in the context of organizing the educational process in seminars. The methodological basis of the study was the competence-based approach, and the theoretical basis is the concept of mental activity, which was formed in domestic science. The article analyzes the author's textbooks - a workbook and a reader, published in 2020 and 2021, respectively, and intended for practical exercises and independent work of students in the direction of bachelor's degree 09.03.03 «Applied Informatics» (all profiles) in the discipline «Russian history». The authors provide their own observations on the introduction of teaching aids into the educational process at the Siberian Institute of Business and Information Technologies in the 2021-2022 academic year. It is noted that the design of the content of the reader and the workbook was carried out by the authors in accordance with the list of learning outcomes in the discipline «History of Russia», presented in the card of universal competence UK-5. In this study, theoretical methods (analysis, comparison, concretization, generalization, modeling), empirical methods (pedagogical experiment, analysis of activity products) were used. The authors prove that the content of the tasks of the workbook on the discipline «History of Russia» can be effectively used when conducting seminars on the discipline «History of Russia». On the example of individual tasks of the workbook and reader, it is shown how and in what combination they can be used at seminars. The authors see the task of the history teacher in teaching students to acquire historical knowledge on their own, both textbooks under consideration are intended to contribute to this goal.
The article substantiates the need to develop and use a special, adapted methodology of forming practical skills and abilities to work with text at computer science lessons, designed for teaching in adaptive (with intellectual disabilities) schools and differs from the methods of teaching computer science in general education (mass) schools.
The methods used include general theoretical and empirical: to reveal the essence of digital literacy of students with intellectual disabilities, their behavioral features in computer science teaching, the analysis of psychological and pedagogical and methodological literature, generalization and systematization of our own experience of working with such children were carried out.
The result is the feasibility of using the developed organizational forms and methods of teaching, aimed, according to the requirements of the Federal state educational standard for students with mental retardation (intellectual disability), to form practical skills and abilities to work in the word processor Writer (Open Office package) in students with intellectual disabilities.
The authors of the article believe that the process of teaching of mentally retarded students in computer science classes, aimed at the formation of practical skills and word processing skills encounter a lack of specialized teaching methodological and logistical support, which is a fairly serious problem. Based on the opinion of experts in the field of informatics teaching methodology who believe that information technology (IT) for processing text information is among the IT that is most frequently encountered in practice, we can confidently state that the formation of practical skills and abilities for working with text at informatics lessons in adaptive (with intellectual disabilities) schools is an important part of the formation of life competencies of students with intellectual disabilities, form digital literacy.

At the moment, digitalization, as well as the prospects and threats it poses, is one of the most frequently discussed phenomena in the academic environment. The legal sphere is no exception, in which, under the influence of scientific and technological progress, the digital transformation of legal institutions and legal relations is taking place. In the scientific environment, there are many concepts of the influence of modern technologies on the essence of law. At the same time, many scientists also note the insufficiency and inefficiency of the regulatory legal framework currently in force in Russia in the field of public relations arising in the digital environment, and offer author's approaches to solving these problems.
This article is devoted to a comprehensive analysis of the currently existing scientific views on the transformation of law in the digital environment, as well as the positive aspects and potential threats posed by this phenomenon. The purpose of the study is to identify the most promising concept of state-legal regulation of legal relations on the Internet.
This study examines the prospects for the digital transformation of law and legal relations, potential threats that may arise in the legislative regulation of digital legal relations, as well as in the implementation of law enforcement activities of authorized state bodies. The main approaches to solving these problems are characterized, as well as the author's concepts of the development of the mechanism of state regulation of public relations arising in the digital environment.
As a result of the research, based on the analysis of research literature and law enforcement practice, the author's approach to the regulation of public relations arising in the modern digital sphere was formed.
The results obtained in this study make it possible to form a unified state policy on legislative regulation of the main digital institutions, as well as to increase the effectiveness of law enforcement practice.
РАЗДЕЛ II. ЭКОНОМИКА И УПРАВЛЕНИЕ НАРОДНЫМ ХОЗЯЙСТВОМ (ПО ОТРАСЛЯМ И СФЕРАМ ДЕЯТЕЛЬНОСТИ) (ЭКОНОМИЧЕСКИЕ НАУКИ)
Lean manufacturing is one of the key technologies in improving the quality and efficiency of production processes in the domestic and global economy. The purpose of the study is to analyze the application of lean manufacturing technologies on the example of European countries. Materials and methods. The study was conducted based on the analysis of tweets downloaded for the period 2021-2022 by the keyword «lean», taking into account geolocation. The tonality and subjectivity of tweets were evaluated using sentiment analysis methods, the Text Blob library was used. The calculations were performed in the Colab environment using the Python programming language. Research results and discussion. The total number of downloaded tweets is 19660. The number of tweets published in Europe on a monthly basis is random, there is no trend and seasonal component in the structure of the time series. The use of individual lean manufacturing tools is actively discussed on Twitter. It is determined that the application of lean manufacturing technologies in these countries is combined with the introduction of innovations and the creation of startups. The most actively used lean manufacturing tools in European countries are kaizen, kanban, and the 5S system. Practically, when implementing production processes in European countries, the technology of mapping the flow of value creation is not used. The description of these instruments has high positive tonality values, which indicates a sufficiently high efficiency of their use. Conclusion. In Russia, the use of lean manufacturing technologies is limited, in the domestic professional community they often have a negative attitude to such tools, noting the complexity of their application in solving import substitution problems in domestic industry. The results of the author's research can be used to develop mechanisms for introducing these technologies into the Russian economy and improving the quality of goods and services produced.
The author of the article examines the existing tools of strategic planning in the regions, as well as analyzes the relationship of existing documents of strategic planning, territorial planning and budget forecasting. Particular attention is paid to the instruments of the legal field as the main regulators of the planning organization system. The main purpose of this work is to develop practical recommendations for improving the organization of regional strategic planning. When developing the recommendations of a scientific article, such methods as observation, synthesis, deduction, generalization, description, factor analysis, as well as the method of a systematic approach were used. In the course of the work, the organizational and legal basis of strategic planning in the subjects of the Russian Federation was analyzed, and a number of problems were identified in terms of the organization of regional planning. In the effective part of the study, a number of practical measures are proposed to improve the organization of strategic planning, as well as an expert assessment of the implementation of the results of the article in everyday activities, in terms of the expected organizational and economic effects. The conclusions obtained will allow us to streamline the architecture of strategic planning documents, accelerate the adjustment of regional territorial planning schemes, improve the quality of monitoring and forecasting the socio-economic development of the region – accuracy, objectivity, reasonableness, and in a global sense, increase the efficiency of using budget funds. The obtained results of this study can be applied in the daily work of the executive bodies of state power of the subjects of the Russian Federation, federal executive bodies of the Russian Federation, local government bodies of the Russian Federation, organizations whose powers include the competence to create (and maintain) an automated management system for the development of state programs.
The article discusses the issue of current trends in the management and control of operational risk in financial institutions. The purpose of the article is to identify the main trends in the management and control of operational risk in financial institutions, the knowledge of which will make it possible to make effective management decisions to minimize operational risks, including through the misuse of IT systems.
The research is carried out on the basis of theoretical methods of study, generalization and analysis. The basis of the work is the fundamental works of domestic and foreign authors on banking risk management and internal control.
Currently, financial institutions understand the great impact of effective risk management on profit opportunities. Thus, risk management has become an important part of financial instruments. According to recent studies, there are still problems associated with managing various types of risks. For example, the Basel Committee on Banking Supervision of the Bank for International Settlements calls on financial institutions to pay closer attention to operational risk management issues. Due to the increased intensity of financial transactions, financial institutions have become very vulnerable to operational risks. In many cases, a high level of operational risks is caused by failures of IT systems. Taking into account this fact, we can agree that the concealment of internal information and its abuse have become one of the most important factors affecting the management of operational risks in financial institutions. Currently, most of the risk management activities, in particular, in all types of financial institutions, are focused specifically on preventing and combating internal incidents and fraud.
In conclusion, the article proposes measures to reduce operational risk, including those aimed at reducing possible fraud, for example, expanding the ability of operational risk management teams to ensure information security and promote the completeness of information security in three main aspects of information security.
