PERSONNEL POTENTIAL OF OMSK REGION: PROBLEMS OF FORMATION AND USE
Abstract
In the article the problems of formation and use of personnel potential of the region are considered. The purpose of the work was to analyze the human resource potential of the Omsk region, identify the problems of its formation, formulate recommendations on increasing the effectiveness of its use. The subject of the study were trends, problems of formation and use of the personnel potential of the region. The basis of the methodological approach to solving the problems of the formation and use of the region's human resources was the systematic comprehensive study, identification and generalization of factors affecting the human resources capacity of the region. The article gives a qualitative and quantitative assessment of the natural and mechanical movement of the population of the region, analyzed the structure of employment, and investigated the employers' need for cadres. The labor market of the region is analyzed, which we consider as an indicator of the problems that arise when using the personnel potential of the region. The directions and recommendations are formulated to improve the efficiency of using the region's human resources. As the primary measures aimed at the effective use of human resources are proposed: improving the vocational guidance system for students in general education institutions; providing a link between obtaining an education and further employment in the specialty; development of labor mobility, including the use of systems of continuing vocational education, retraining, planning and career development; use of the principles of public-private partnership in the interaction of employers and organizations of vocational education in matters of training; creation of a unified information portal on the development of human resources in the Omsk region, including information on promising areas of socio-economic development of the region, types of labor activities that are in demand in the labor market, the quality of educational services, job vacancies and career opportunities.
