INSTITUTIONAL ASPECTS OF THE PROBLEM OF COMBATING CORRUPTION IN DOMESTIC PRACTICE

Abstract

The article is devoted to the consideration of such socio-economic phenomenon as corruption. The negative consequences of corrupt practices are complex - from the fall of the authority of the state in the eyes of citizens, to curb the pace of economic development. The purpose of the article is to analyze the institutional component of the corruption mechanism. To achieve this goal, it is planned to solve the problems associated with the consideration of the features of formal and informal norms in domestic practice, the existence of which generates corruption mechanisms, as well as the analysis of initiatives related to the implementation of anti-corruption policy, the source of which is the state. Among the formal sources of corruption, the author considers the excessive interference of the state in the economic sphere and its desire to formalize control over business activities, informal sources are associated with historical roots, which gave rise to a special mentality in the sphere of relations between society and the administration. The article presents the data of corruption perception Index, reflecting the situation of Russia relative to other countries, as well as the materials of sociological surveys, characterizing the corruption problem through the perception of the population. A significant place is given to the analysis of policy documents developed by the authorities in order to reduce the level of corruption, called National anti-corruption plans, covering two years. On the basis of the analysis, the author suggests the implementation of the work on the transformation of the system of informal institutions (public consciousness), through various mechanisms produced in the education system, the media, cultural institutions, the involvement of citizens in the work of public organizations. The choice of such a trajectory will make it possible to work in a strategic direction, forming a stable position of rejection of corruption behavior.
