SANATORIUM-RESORT COMPLEX OF THE REGION: STATUS AND RISKS OF DEVELOPMENT

The main tendencies of development of the regional sanatorium-and-spa complex are considered in the article. The reasons that influence the formation and development of the situation in the sanatorium and spa services market of the region are investigated. The authors studied and analyzed the factors that have a decisive impact on the effectiveness of the sanatorium and resort complex of the region, such as: the change in the incomes of the sanatorium-resort organizations entering the spa fund Chelyabinsk region; the change in the incomes of the sanatorium-and-spa organizations, which additionally form the sanatorium-and-spa fund of the Chelyabinsk region; change in the gross income of the sanatorium and resort organizations that make up the Chelyabinsk region's sanatorium and resort fund for various groups; change of indicators of the state of the sanatorium complex of the Chelyabinsk region; assessment of the organizational status of the sanatorium and resort organizations that make up the resort fund of the Chelyabinsk region; the change in the gross income of the sanatorium and resort organizations that make up the sanatorium and resort fund of the regions bordering the Chelyabinsk region (the Republic of Bashkortostan, the Sverdlovsk Region, the Kurgan Region, the Orenburg Region).The aim of the work is a comparative analysis of the socio-economic development of the regional sanatorium and resort complex, taking into account the factors mentioned. The result of the research work is the identification of ways and improvement of the directions of development of the sanatorium-and-spa complex in the region. The authors of the article proposed a unique approach to planning the activity of the sanatorium-and-spa organization when choosing the ways of development in the context of the regional development of the sanatorium and resort industry in the region. as today the state of sanatorium treatment and health improvement of the population in the region is characterized by a number of negative trends, such as: reduction of the state order for sanatorium treatment; lack of coordination and departmental vertical in the management of sanatorium and resort complexes; violation of continuity in personnel policy. In this regard, the existing sanatorium potential of enterprises is wasted not efficiently, in addition, the already existing branches of the economy: tourism and medicine have their own characteristics and specificity of activities, although close to the spa business, but quite different, in order to adopt a sanatorium-resort organization as their own , without loss of identity. Each way of development of a particular spa complex has its own set of risks, and their proper assessment will effectively dispose of its and attracted resources to achieve a certain level of development of the sanatorium-resort management entity, which allows not only to contribute to the social and economic potential of society, but also to own development.Key words: sanatorium and resort complex, state order, medical rehabilitation, health tourism, risks.
