IMPROVEMENT OF THE THEORY OF STRATEGIC PLANNING OF SUSTAINABLE SOCIO- ECONOMIC DEVELOPMENT OF THE OMSK REGION

Abstract

The article develops new approaches to improving regional positioning, including the concept of managing the factors of competitiveness and the strategy of regional representation, taking into account the choice of the vector of industrial development. The study concluded that the use of different approaches depends on the prevailing technological structures. The leveling of this circumstance in the implementation of strategic planning leads to incorrect identification of resource and technological advantages and factors of regional development. The research goal is to find an approach to positioning software for the purpose of rethinking strategic goals and developing a transformational mechanism for their implementation. The study provides a case study of the cluster policy of the Omsk region, which was the dominant concept of managing the factors of competitiveness with an emphasis on "new" industrialization. The development of the NLP algorithm made it possible to carry out a frequency analysis of the text of the Strategies for the socio-economic development of the Omsk region for 2020 and 2025. The study revealed significant shortcomings in the implementation of cluster policy. There are the dominant tokens of investment and innovation, employment and creation of new jobs not taken into the text of the Strategies. Analysis of the dynamics of the processing, mining and transactional sectors during the period of the Strategy indicates the actual deindustrialization of the economy of the Omsk region. In conclusion, the study proposes an algorithm for strategic planning of sustainable socio-economic development of the region. The algorithm is based on complementing the existing ones and compensating for outliers of regional competitiveness by taking into account trends and megatrends in the development of the Omsk region.
