STUDY OF TERRITORIAL POPULATION MOVEMENT AS THE MOST IMPORTANT STAGE IN THE FORMATION OF MIGRATION POLICY IN SOUTH OSSETIA

Abstract
The article analyzes the migration situation in South Ossetia, presents expert opinions on the factors and causes of the outflow of the population. The purpose of the work is to conduct a brief comparative analysis of the main parameters of employment, unemployment and standard of living in South Ossetia and its main migration recipient partners. The result of the analysis of the state of population migration is the justification of the need to develop and implement a state migration policy based primarily on a comprehensive survey of the preparatory stage of population migration. When developing state development programs, it is important to pay attention to the fact that uncontrolled migration processes can hinder the sustainable development of the country’s economy. The authors of the article provide the reasons and motives for the migration behavior of the population of the Republic of South Ossetia. The authors of the article came to the conclusion that the ineffective functioning of the labor market, unemployment, unsatisfactory standard of living, etc., contribute to the outflow of the population, and population migration remains a serious problem for modern South Ossetia. Solutions to the issues can be sought in: increasing the pace of economic development (in the material production sectors), improving the efficiency of the labor market; developing and implementing a well-founded state migration policy, etc.
