RESEARCH ON FINANCING HOUSING AND COMMUNAL SERVICES IN THE OMSK REGION

Abstract

The relevance of the study of financing of housing and communal services is that the social sphere is a key area that determines the well-being of society. In the scientific literature, to date, the problem of financing of housing and communal services in the subject of the Russian Federation is insufficiently disclosed. In this regard, to disclose the problem it is necessary to analyze various sources affecting various aspects of this issue. The purpose of the study: to analyze the financing of housing and communal services in the Omsk region. Research methods: monographic method, statistical and analytical method. Financing of housing and communal services in the Omsk region is carried out within the framework of the developed state programs. Thus, today in the Omsk region a number of state programs in the housing and communal services are being implemented. Financial support for each of the state programs in the housing and communal services is distributed in certain areas. Financing of housing and communal services in the region is carried out mainly at the expense of federal, regional and local budgets. Infrastructure budget loans, special treasury loans, direct subsidies, own funds, funds of investment programs of resource supplying companies are also used in the region to finance housing and communal services, but this is not enough. There is certainly a shortage of budget funds in financing housing and communal services.
