ON THE CONSTRUCTION OF TRUNCATED REGIONAL INTERSECTORAL BALANCES OF AGRO-INDUSTRIAL REGIONS USING LOCALIZATION COEFFICIENTS

Abstract

The theme of the article is the analysis of the methodology for constructing regional intersectoral balances of agro-industrial regions of the Russian Federation using various localization quotients. The work sets the goal of identifying the optimal localization quotient in terms of consistency with actual data for calculating regional intersectoral balances. As a methodological basis, the regionalization of the national intersectoral balance is used with the application of the sectoral structure of employment and the transformed table of the use of goods and services of the Russian Federation for 2021. The initial table was expanded to 32 industries, and seventeen agro-industrial regions were selected for which truncated inter-industry balances (the first quadrant) were constructed using three methods for calculating the localization quotient: the simple localization quotient, the cross-industry localization quotient, and the Flegg localization quotient. The results were compared with official indicators of total regional gross value added to assess their consistency. It has been established that the cross-sectoral localization quotient provides the smallest discrepancies with official data on average, while the use of the Flegg quotient results in significantly larger deviations; at the same time, all three approaches tend to overestimate the calculated gross value added. It is concluded that the obtained regional balances are approximate: they are suitable for analyzing the proportionality and connectivity of regional economies, but are not recommended for direct use in forecasting.
